Refactor contacts EP test to make it work again.
Rewritten with use of contacts EP API
moved to harness submodule.

The user was able to set 0 meditation time and
start meditation. Noe 0 is automatically changed
to minimal meditation time.

Added randomization of the quotes when quote wallpaper is selected

Service cellular is added to system close whitelists.
It prevents hard fault when cellular is blocked
on long command handler.
